The report showed that the quality of edible oil in China is generally good. However, a small number of enterprises that produce edible vegetable oils have problems of doping and failing safety standards.
According to the report, in 2014, food safety supervision departments at all levels inspected 1,072,790 households of edible oil production and management units, ordered 11884 households to be rectified, banned 348 illegal operations, filed 1,604 cases of food violations, and transferred them to 10 judicial organs for seizure. Unqualified edible oil 118,407 kg. Among them, the Food and Drug Administration has sampled 8806 batches of edible vegetable oil and detected 201 batches of unqualified samples. The detection rate of unqualified samples was 2.3%. The unqualified items are mainly benzo[a]pyrene, acid value, aflatoxin B1, peroxide value, polar component, solvent residue and the like. The local food safety supervision department collected 16271 batches of edible vegetable oil and detected 362 batches of unqualified samples. The detection rate of unqualified samples was 2.2% (the list of unqualified samples and enterprises will be announced separately). For the problems found in the supervision and random inspection, the food safety supervision departments of all localities ordered the production and operation enterprises to take measures such as product recall, suspension of production, and rectification.
According to the report, overall, the quality of edible oil in China is in good condition. However, a small number of enterprises that produce and operate edible vegetable oils have problems of doping and false safety standards; some edible oil processing small workshops have simple process equipment and dirty sanitary environment; some enterprises have not implemented quality control measures in production processes; rural market Bulk edible oil business operators and small catering service companies violate the regulations for issuing claims and disposing of kitchen waste.
The notification requirements, first, supervise the production and operation of the main responsibility of food safety. Supervise all edible oil producers and operators to strictly implement the raw materials procurement ledger, purchase inspection, and claim for tickets as stipulated in the Food Safety Law to ensure that producers and operators can trace the source of edible oil for their production and operation, and Food safety bears legal responsibility. In particular, the use of moldy and spoiled peanut raw materials for a small number of production enterprises and small workshops leads to aflatoxin B1 exceeding the standard; improper control of temperature and time in the baking process leads to excessive benzo[a]pyrene; the solvent is not completely removed, or is not processed according to actual conditions. The method or grade identification causes problems such as excessive solvent residue, and it is necessary to urge it to implement relevant quality control responsibilities to ensure that the edible oil produced and operated meets the national food safety standards.
The second is to implement the daily regulatory responsibility of the locality. The food safety supervision departments of all localities shall clearly define the person responsible for the daily supervision of all edible oil producers and operators within their respective administrative regions. In accordance with the relevant laws and regulations, the company regularly checks the production and operation of the enterprise and promptly proposes rectification opinions on existing problems. The person responsible for daily supervision must disclose to the public and accept social supervision.
The third is to strengthen supervision and sampling and risk monitoring. In 2015, it is necessary to continue to conduct sampling inspection of edible oil, and the results of random inspections will be announced to the public in a timely manner. For enterprises and small workshops that have sampled unqualified samples in 2014, all fixed-point sampling inspections are required. It is necessary to increase the frequency of random inspections of small and medium-sized production enterprises and small workshops. For products that fail to pass the sampling inspection, timely take measures such as recall, removal, and storage to eliminate food safety hazards.
The fourth is to promptly investigate and handle illegal cases. Investigate the alleged violations found during the inspection. Whoever is suspected of committing a crime shall take the initiative to contact the public security organ and hand in hand in time. It is necessary to smooth the channels for complaints and reports, expand the sources of clues in illegal cases, and promptly investigate and punish food safety violations.
The fifth is to strengthen supervision and inspection. The spot inspections and problems found in daily inspections shall be reported to the higher food safety supervision department in a timely manner. The results of the law enforcement and the results of the investigation of the case shall be announced to the public at the first time.
