However, a small number of enterprises producing and operating edible vegetable oil have the problems of adulteration and unqualified safety indicators.
According to the circular, in 2014, food safety supervision departments at all levels inspected 1072790 edible oil production and operation units, ordered 11884 to rectify, banned 348 illegal operations, filed 1604 cases of food violations, transferred 10 cases to judicial organs, and seized 118407 kilograms of substandard edible oil. Among them, the Food and Drug Administration sampled 8806 batches of edible vegetable oil, and 201 batches of unqualified samples were detected, and the detection rate of unqualified samples was 2.3. The unqualified items are mainly benzo [a] pyrene, acid value, aflatoxin B1, peroxide value, polar components, solvent residues, etc. The local food safety supervision department sampled 16271 batches of edible vegetable oil, and detected 362 batches of unqualified samples, and the detection rate of unqualified samples was 2.2 (the batch of unqualified samples and the list of enterprises will be announced separately). For the problems found in the supervision and sampling inspection, the local food safety supervision departments immediately ordered the production and operation enterprises to take measures such as product recall, production suspension and rectification.
The report shows that, on the whole, the quality of edible oil in China is better. However, a small number of enterprises that produce and operate edible vegetable oil have the problems of adulteration and substandard safety indicators; some small edible oil processing workshops have poor process equipment and dirty sanitary environment; some enterprises do not implement quality control measures in the production process; bulk edible oil operators and small catering service enterprises in rural bazaars violate the regulations on asking for certificates and tickets and disposing of kitchen waste.
Notification requirements, one is to supervise the production operators to implement the main responsibility of food safety. Supervise and urge all edible oil producers and operators to strictly implement the systems of raw material procurement ledger, purchase inspection, and request for certificates and tickets stipulated in the Food Safety Law, so as to ensure that the producers and operators can trace the source and whereabouts of the edible oil they produce and operate, and bear legal responsibility for food safety. In particular, a small number of production enterprises and small workshops should use moldy and deteriorated peanut raw materials to cause aflatoxin B1 to exceed the standard. Improper control of temperature and time in the baking process leads to excessive benzo [a] pyrene. Incomplete removal of leaching solvents, or excessive solvent residues due to non-compliance with actual processing methods or grade labels, should be urged to implement relevant quality control responsibilities to ensure that the edible oil produced and operated meets the national food safety standards.
The second is to implement the daily supervision responsibility of the territory. Local food safety supervision departments must clarify the person responsible for the daily supervision of all edible oil producers and operators in their administrative areas. In accordance with relevant laws and regulations, regularly inspect the production and operation of enterprises, and put forward rectification opinions on existing problems in a timely manner. The person responsible for daily supervision should be open to the public and accept social supervision.
The third is to strengthen supervision and sampling and risk monitoring. In 2015, we should continue to do a good job in sampling monitoring of edible oil, and the sampling results should be released to the public in a timely manner. For enterprises and small workshops that sampled unqualified samples in 2014, all fixed-point sampling should be carried out. To increase the sampling frequency of small and medium-sized production enterprises and small workshops. For unqualified products, timely measures such as recall, removal from shelves, and storage shall be taken to eliminate food safety hazards.
Fourth, investigate and handle illegal cases in a timely manner. The suspected illegal acts discovered during the inspection shall be filed for investigation in a timely manner. Suspected of a crime, take the initiative to contact the public security organs, timely transfer. It is necessary to unblock the channels for complaints and reports, expand the sources of clues for illegal cases, and promptly investigate and deal with food safety violations.
Five is to strengthen supervision and inspection. Local sampling inspection situation and problems found in daily inspection should be reported to the higher food safety supervision department in a timely manner. The results of law enforcement and the investigation of cases should be announced to the public at the first time. Supervisors who bend the law for personal gain and violate laws and regulations should be dealt with seriously.
